They have used different terminology for the A/B and the C operator. In California, the A/B is called the “Designated Operator” and the Class C is called the “Facility Employee”. The Designated Operator is responsible for providing annual site-specific training for the Facility Employees. PASS is offering our Class C Operator training to these Designated Operators as one of the tools which may be used, in conjunction with site-specific training, to train Facility Employees. Delware Status: Legislation Under Review Contact: Alex Rittberg Note: 6/1/09 Delaware has written the regulations, but they are not approved yet. All A/B training must be done through the Delaware Technical College, then A/B's train C's. Training will start in Fall of 2009, but not required to be completed until 8/2012. Florida Status: Opted Out of Mandate Note: Florida has opted out of the Federal program entirely and arent taking the Federal money and are thinking of using their Department of Professional Regulation to eventually come up with something as a subset of the PSC Specialty Georgia Status: PASS is Available - Click Here Sign Up Now! Currently the State of Kansas is funding Class A and B operator courses free of charge. Class C operators are to be trained by Class A and B staff. Refreshers are required every 4 years. Should be completed within the next couple of months. Most of the focus is on A and B operator training. A and B's will be allowed to train C operators. The state will be broken down into 3 sections. starting in 2010, the first section will be required to take and pass a state exam to become certified. Second section will be required to do the same in 2011 and the third in 2012. If a trainee fails the state exam they will then be required to take a training course through a private trainer before they can retake the state exam. PASS will be obtaining approval to do training for Class A, B, and C. Note: Rules have been written; waiting for public comment. Should be completed within the next couple of months. Most of the focus is on A and B operator training. A and B's will be allowed to train C operators. The state will be broken down into 3 sections. starting in 2010, the first section will be required to take and pass a state exam to become certified. Second section will be required to do the same in 2011 and the third in 2012. If a trainee fails the state exam they will then be required to take a training course through a private trainer before they can retake the state exam. PASS will be obtaining approval to do training for Class A, B, and C.

Note: It appears that Vermont has published new regulations on UST operator training. Effective August 1st, 2012 a person designated as a Class C operator shall have their operator classification certified either by passing an approved operator test or by being trained by an approved person prior to assuming the responsibilities of a Class C operator.
